Organization Structure

I. General Office

Responsible for government affairs of the bureau; Responsible for archives dealing, information, suggestion, proposal, resolution, complaint letter and visit, filing, confidentiality, foreign affairs, reception and contact; Responsible for drafting important manuscript and organizing important meetings and conferences, and supervision and inspection of implementation of the decision made by important documents and meetings; Carry out research and study on the basic situation of local industry and the development of domestic and international industry, propose policy suggestions to accelerate the reformation and development of municipal industry; Responsible for external promotion and news release; Responsible for financial affairs of the bureau and the subordinating units; Responsible for administrative work including logistic assurance and security etc.

II. Integrated Affair Department ( Laws & Rules Department)

Draft local laws, rules and regulations in relevant to industry and economy of the municipality, undertake legal check and verification on standardization documents issued by the bureau, undertake administrative reconsideration, act as agent for administration compensation case and administration accusation; Establish and perfect the industrial information service system, collect, process, analyze and release key industries related information, promote the optimized distribution of all kinds of resources and the sustainable development of major industries; Responsible for monitoring and coordinating the operation of industrial economy of the municipality; Responsible for the development of industrial human resources and provide talent support for the development of industrial enterprises; Organize and draft the professional standards and local standard of industrial enterprises; Contact trade associations and agencies of industrial field in this city, cultivate and promote the development of trade associations and agencies.

III. Department of  Industrial Distribution

Investigate and draft intermediate and long term development planning of industry, annual plan, industrial distribution adjustment planning, industrial restructuring plans in this city and organize the implementation; Cultivate and promote the construction of industrial bases in this city, instruct and coordinate the construction and development of industrial development zones, coordinate the relocation adjustment work of enterprises of major industries; Instruct industrial technology innovation and technological progress, promote the development of industrial high-tech industry, coordinate and implement the policy that reconstructs traditional industry with high and new technologies; Participate the formulation and regular publication of industrial investment project guidance lists and coordinate the organization and implementation of important industrial projects; Responsible for investment promotion of integrated industries.

The above six departments are to investigate and draft industrial development plan, restructuring and development plan of key industries, propose policy and solution suggestions to promote the industrial development; To organize and promote professional investment, instruct and organize industrial enterprises to enlarge their domestic and international market, instruct industrial enterprises in internationalized operation and cooperation with domestic and international partners; To organize social resources in terms of technology, capital, information, talent and market, to realize optimized distribution and promote the development of key industries; To organize the formation of local industrial chain. Furthermore, Department of Basic Industry is responsible for the supervision and management of chemicals.
