Overall industrial layout

Beijing??s urban industrial layout should be combined with the industrial development layout of its counties. Key urban industries shall meet the demand of putting into play the municipal functions of the capital and building a favorable environment and achieve innovation of the high-end industrial chain. The urban industrial layout should be drawn up guided by the principle that R&D, distribution and after-sales service of products are realized in urban area and that production and processing of products are archived in the suburban area and counties. Based on the current industrial development level, the emphasis of Beijing??s industrial base construction shall be put on such districts as Huairou, Shunyi, Pinggu, Tongzhou, and Daxing. A batch of urban industrial bases with each boasting one strong industry and several industries developing side by side shall be put on the agenda of top priorities, which can lead to the formation of ?°Pan-Northeast Beijing Urban Industrial Belt?±.
